YOUR MONEY
£18M STOWMARKET INNOVATION GATEWAY OFFICIALLY OPENS
Mid Suffolk District Council's Stowmarket Innovation Gateway at Gateway 14 officially opened on 14 July, offering office space, collaboration and innovation areas, meeting rooms and training facilities aimed at high-growth start-ups, with a particular focus on the green economy, digital and AI technology. The £18m project was delivered in partnership with the Universities of Suffolk and Essex, West Suffolk College, Suffolk New College and Colchester Institute, who will deliver professional development courses open to all adults. The centre will be operated by Hethel Innovation. Freeport East provided £16.66m towards the cost, with the remainder funded by Mid Suffolk District Council.

JOBS & TENDERS
COUNCILS SEEK CONTRACTORS FOR £6M ROOFING WORKS PROGRAMME
Babergh and Mid Suffolk District Councils are jointly procuring contractors to deliver roofing works to their housing stock, split into two geographic lots — one per district — with a combined contract value including VAT of £6m. The procurement closes 1 September 2026.

CYCLICAL DECORATION WORKS OUT TO TENDER
The councils are also jointly procuring contractors for internal and external cyclical decoration works to their housing stock, again split into two geographic lots, with an estimated combined annual contract value of £600,000 to £1m.

Babergh and Mid Suffolk District Councils cease to exist on 1 April 2028, replaced by three new unitary authorities for Suffolk. Shadow authority elections take place in May 2027.

This week: no new procedural step in the reorganisation timetable was recorded in the past fortnight. Suffolk County Council's judicial review of the Secretary of State's 25 March 2026 decision, lodged in the High Court on 24 June, continues. The county council has said the challenge is intended to overturn the government's decision and halt the reorganisation process, not to secure a single unitary authority for Suffolk.

Babergh and Mid Suffolk District Councils are consulting on the scope of their new Joint Local Plan, which will set strategic and local planning policy and site allocations for the two districts to 2045. The survey asks questions on housing, environment, transport, infrastructure and local areas.

HOW IT WORKS
WHAT ARE 'RESERVED MATTERS'?
Outline planning permission allows a development to be approved in principle before every detail is finalised. Once that happens, the applicant must later submit a "reserved matters" application covering the specific details left outstanding at the outline stage — typically the appearance, scale, layout, landscaping and access of the scheme. Two reserved matters applications feature in this issue, at Boxford and Norton, both following outline permissions granted earlier. A reserved matters application cannot revisit whether the development should happen at all — only how it looks and works on the ground.

DID YOU KNOW?
One of the first rural councils to run lorries on vegetable oil Babergh and Mid Suffolk were among the first rural councils in the UK to fuel their refuse collection fleet with hydrotreated vegetable oil rather than diesel.
