IN THE CHAMBER

BABERGH COUNCIL DESIGNATES NEW CONSERVATION AREA FOR PART OF SPROUGHTON

Babergh Council resolved by 25 votes to designate a new conservation area covering part of Sproughton and to adopt the accompanying Conservation Area Appraisal, at its meeting on 23 June. The Chief Planning Officer was authorised to prepare a management plan for the area in consultation with Sproughton Parish Council.
Properties within the new conservation area boundary gain additional planning protections — some works that would not otherwise need permission, including certain demolition and alterations, may now require consent.

THREE SECONDARY SCHOOLS GRANTED PERMISSION FOR MAJOR REBUILDS

(Major — demolition and new build, three sites)
Planning permission has been granted for the demolition and replacement of teaching and sports blocks at three secondary schools: Thurston Community College, East Bergholt High School, and Hadleigh High School. Each scheme includes a new teaching block and sports hall; the East Bergholt and Hadleigh schemes also include ground source heat pumps, and Thurston's includes new playing fields and multi-use games areas.
Building work of this scale will mean a prolonged construction period at all three sites, with associated car parking, access and landscaping changes once complete.

ENVIRONMENTAL SCREENING SOUGHT FOR A12 WORKS LINKED TO NORWICH TO TILBURY PROJECT

(Major — EIA screening opinion)
An Environmental Impact Assessment Screening Opinion has been requested for alterations to the A12/B1070 merge road near Holton St Mary, East Bergholt and Raydon, including a haul road, access points, attenuation ponds, drainage and a construction compound. The works are described as "early enabling works" for the proposed Norwich to Tilbury infrastructure project.
Residents and businesses along this stretch of the A12 corridor can expect construction traffic and site activity if the works proceed.

OVERNIGHT WORKING EXTENDED AT EAST ANGLIA THREE CONVERTER STATION, BRAMFORD ⚠️

Permission has been granted for nightshift working at the East Anglia Three Onshore Converter Station in Bramford, running from 4 June to 10 July, between 7pm and 7am.

BATTERY STORAGE SCHEME AT BRAMFORD SUBSTATION MOVES TO SCOPING STAGE

(Major — EIA scoping, cross-boundary)
Environmental Impact Assessment Scoping Opinions have been requested for a battery energy storage system (BESS) and associated works on land near Bramford Substation. The scheme straddles the Mid Suffolk and Babergh boundary and has been submitted as two related applications, one to each council.
A scoping opinion is an early step; it does not grant permission but sets out what an eventual environmental statement must cover.

SUDBURY

The former HSBC bank premises at 43–45 Market Hill have been granted permission for change of use to a mixed-use scheme of three retail units, two flats and a single dwelling, along with the listed building consent needed for the works. A separate advertisement consent has been granted for Vodafone at 1A North Street to update the face panels on its projecting sign.

BABERGH AND MID SUFFOLK CABINETS CONSIDER JULY CIL PROGRAMMES

Babergh Cabinet and Mid Suffolk Cabinet each met on 7 July to consider their respective Community Infrastructure Levy (CIL) Expenditure Programmes for July 2026, covering bids for CIL funding against the councils' published infrastructure lists. Both are classed as Key Decisions.
The outcome of each meeting had not been published at the time of writing; the results will be confirmed in a future issue once the decision record is available.

Babergh and Mid Suffolk District Councils cease to exist on 1 April 2028, replaced by three new unitary authorities for Suffolk. Shadow authority elections take place in May 2027.

This week: Suffolk County Council's judicial review claim against the Secretary of State's decision on Local Government Reorganisation was formally filed, with a deadline to serve the claim by 1 July. Suffolk's Cabinet met on 29 June and agreed that legal proceedings should continue. The council's case argues that the Secretary of State acted beyond his legal powers in deciding on three unitary authorities with modified boundaries, and that this required a role for the Local Government Boundary Commission that was not followed. The Government disputes this. The claim must first clear a permission stage, usually decided without a hearing; if granted, a substantive hearing could take place as early as September. Separately, the Government must still pass primary legislation in Parliament to formally abolish the existing councils, regardless of the judicial review's outcome.

HOW IT WORKS

WHAT IS AN ENVIRONMENTAL IMPACT ASSESSMENT SCOPING OR SCREENING OPINION?

Before some large developments can go ahead, the law requires an assessment of their likely environmental effects. A screening opinion is the council's or the relevant authority's decision on whether a proposed development needs a full Environmental Impact Assessment (EIA) at all. A scoping opinion comes after that: it sets out what an EIA, once required, must actually cover — for example, effects on traffic, ecology, noise, or landscape. Neither a screening nor a scoping opinion grants planning permission; they are steps that establish what evidence a later application will need to include.
