Babergh and Mid Suffolk District Councils cease to exist on 1 April 2028, replaced by three new unitary authorities for Suffolk. Shadow authority elections take place in May 2027.

This week: Suffolk County Council held an extraordinary Cabinet meeting on 29 June to consider the county's next steps following a pre-action protocol letter it sent to the Secretary of State for Housing, Communities and Local Government in late May, setting out its intention to seek a judicial review of the government's reorganisation decision. Following that meeting, the county council resolved to proceed with legal proceedings against the Secretary of State. Suffolk is the fourth county to begin an LGR-related legal challenge, following Essex, Hampshire and Norfolk.
A judicial review examines whether a decision was made lawfully — not whether it was the right decision — and would not automatically block reorganisation even if successful; the government could remake the same decision through a corrected process. This does not change the district councils' own transition timeline: shadow authority elections remain scheduled for May 2027, with the new councils live from April 2028.

HOW IT WORKS
WHAT IS A JUDICIAL REVIEW?
A judicial review is a type of court proceeding in which a judge examines whether a decision made by a public body was reached lawfully. It is not an appeal against the merits of the decision — a court will not decide whether the decision was right or wrong, only whether it was legal, rational, and reached through a fair process. Claims must normally be filed within three months of the decision being challenged. Even a successful judicial review does not automatically overturn the underlying policy: if a court finds a procedural flaw, the original decision-maker can often remake the same decision correctly. Costs of bringing or defending a judicial review are typically met by the public body involved.

DID YOU KNOW?
Queen Elizabeth I came to dinner... In August 1578, Queen Elizabeth I visited Long Melford as part of a royal progress through Suffolk. She was entertained at Melford Hall by Sir William Cordell, who rode out to meet her at the head of two hundred young men clad in white and three hundred "of the graver sort" in black. The hall still stands. It is now managed by the National Trust.
